Just something I thought would be interesting to do, every now and then I'll post in a quote and you can have a go at guessing who said it.
I don't think it'll get off the ground but it's worth a try.

I've never played the game but is it The Fury? I just got an image of his jet pack, though it isn't really surfing. My second guess is the Colonel or Snake when they find the snow mobile at the end of MGS1 (again, not really surfing but it's worth a try).
