I used Image Ready which comes with Photoshop 7.

You're lucky you have a tool that will actually animate an image. I've been wanting to know where to get the best one, without being the most complicated one.

The best certainly would be from Adobe: imageready cs, but it's probably a bit complicated... I never really got the hang of it, though I have to say that I never really wanted to animate a picture either. But if someone would force me to, I probably could make it work. Can't be much harder then photoshop... right?
