What do prisoners look like on the map? Is there a good way to find them? What's the best way to get stealth?

Prisoners show up as a Blue box that looks like a prison cell door. I believe that you can always see them no matter what in Plus, but I'd advise having a few surveyors on your team, just to play it safe.

You can sometimes find stealth gear on the maps.

I don't even bother going to the prisen symbol anymore, decharged all my unique characters so odds are its one of them.

As Snake Liquid said, they look like a Blue celled bar in the map.

Best way to know if there are any prisoners would be to look in your map when you press START during a stage.

The fastest way to get stealth would probably be getting more than one Elite Engineers (they develop the "high tech" equipment) and also get your Reconnaissance level to 99 (By getting everyone in your Spy group with the SURVEYOR career) so that way you can see all the items (appear as green) in your radar.

In my opinion, Stealth is rather a waste of time to get. Your better off sneaking/ killing/ holding up other soldiers since taking the time to find Stealth isn't worth it considering the battery life drops incredibly fast.

I agree with Nero about the Stealth. I think it does help though when you are in a pinch and need to disappear... For example, in Extreme Infinity Mission where the Special Mission is to get to the Advance Point without being seen. I can't count how many times I would be caught by someone when I get cocky and lose everything. Yea, I use Stealth for that.
