I was wondering if anyone had any information if whether or not there will be a link up mode or function between the psp and ps3 concerning MGS4?

I don't know, but knowing how creative Kojima is i don't think he will have overlooked psp connectivity. Maybe controlling mk II from first person view from it, that would be funky

I was looking more to the idea of a mini-game of some sorts.

We don't have yet any official information about a link between PS3 and PSP via MGS4.
The only possibility is if there are some additional functions in the "Extra" menu in the game.
It would be nice though and PSP gamers would like it.
We'll have to wait until the release of the game to see our selves.

So perhaps we will play a mini-game of some sorts where you use it. But would you need MPO+ or another game.

See thats the problem. There is still just over a month until the release so if there will be a link between the two systems i'm sure he will let us know. And as i said above if I find anything I will post it here. Same goes for anyone else who learns anything please.
