When you first encounter Ocelot and Fox chops his arm off, Ocelot says "Cant you even die right?"

Who was he saying this to and why?

A while ago I was thinking on this one too.
Most likely he says it to Gray Fox, but why? Foxhound ressurected Fox.. Ocelot was in Foxhound.. Makes no sence.

Ocelot said that to Ninja (Gray Fox) because he though he was dead in Zanzibar Land.
After that when the FOXHOUND unit took him to adjust the exoskeleton on him they gave him large amounts of drugs that would affect his current state (mental illness) or because they were on large doses even kill him.
Gray Fox 'tricked' death two times. That's why Ocelot says that and he's so surprised.

I have slight knowledge about this but thought hey lets help a guy out. :)
What he meant I think is that in Zanzibar Gray Fox was supposed to die but he didn't. Those ''people'' experimented with him and now he is a ninja. I think Ocelot knew this and that's why he said it.

Correct me if I'm wrong. Unless you want me t go around saying lies.

I'd go with that, simply put; Ocelot knew that Snake whooped Gray Fox's ass in Zanzibar Land and Gray Fox died but then he was revived by FOXHOUND. So now Fox sliced Ocelots arm off and in Ocelots anger he tried to insult Gray Fox by saying "can't you even die right".

Don't forget the fact that the lab Fox was in before Shadow Moses blew up as part of his escape. Ocelot probably knew about this, and figured him for dead like everyone else.
