I recently played MGS1 again recently and I gotta say something made me very curious. Keep in mind that when MGS1 came out none of knew about the Patriots or Dead Cell or whatever other secret groups we learned about later on.
After you defeat Vulcan Raven the second time, in that frozen area, you receive a call from Master Miller. I don't remember the EXACT quote but it goes along the line of this:
Master Miller: "She (Naomi) might be working for the terrorists!"
Colonel: "The terrorists?"
Master Miller: "Or....a different group altogether..."
Colonel: "A different group...it couldn't be..."
Now although we know Naomi was working with her brother, and thats why she was sending coded messages to the Alaskan base, who do you think Colonel was talking about. Although it might not have a huge impact at all on MGS4, it just really made me curious. Because in that dialogue, Master Miller cuts off Campbell right before he can go on about that. Do you think he could've been talking about the Patriots? I mean, in MGS1 Colonel Campbell was already holding so many things back from Snake, and since we hadn't heard of the Patriots yet, it makes me wonder if Kojima had this entire storyline in his mind from the very start.

I suppose it's plausible that he was thinking of the patriots, but I'm pretty sure that the group she was working with (at least as far as FOXDIE was concerned) was the pentagon. I seem to remember her saying that the pentagon were the ones who decided to use FOXDIE.

The Colonel didn't mean anything by it - he just couldn't believe it. It doesn't mean he knew something the group Naomi was working for.

The Colonel didn't mean anything by it - he just couldn't believe it. It doesn't mean he knew something the group Naomi was working for.

I don't know about that, because if you hear the tone he says it in, it sounds like he's in shock about the POSSIBILITY of this other group, the tone in his voice indicates that he had more to say.
Then Master just CUTS him off right as the Colonel seems like he's about to go on, it didn't seem like your usual "it couldn't be!" but more like "it couldn't be...."

i believe its the pentagon, cant be the patriots for numerous reazons (dont get a admin or crazy know it all involved in this). It couldve been them refering to Fox-Naomi workin together, or the pentagon.

Well, supposedly they control pretty much everything, so yes, but that doesn't mean that Naomi was working with the Patriots. She probably didn't even know that the Patriots existed.

Nonetheless, that means that Colonel Campbell DID know about the Patriots and withheld that ALSO from Snake, he was already withholding so much info from Snake.
That is, of course, if Campbell meant the Patriots in the first place

First of all, Naomi was already working for The Patriots in MGS1, even if she didn't know it. So it would have been daft for Campbell to think that Naomi was double-crossing The Patriots with... The Patriots.
Secondly, saying the words "It couldn't be..." doesn't mean he was thinking about another group, because that phrase merely implies disbelief - it's basically saying "It couldn't be true". So, we have no real reason to believe that Campbell was thinking of any specific group.
Tying into that last point, do you honestly think Campbell would have just blurted out the name "The Patriots" - America's best kept secret - to two of America's pawns? I sincerely doubt it. Campbell may have known of their existence... but that doesn't mean he'd mention them to Snake at a time when he's already trying to deceive him. Seems rather daft to me.
Lasty, The Patriots weren't even a part of the MGS plot until MGS2. So, MGS1 being written before MGS2, Kojima couldn't have intended for Campbell to be referring to a group not yet thought of.
Bottom line: He wasn't talking about The Patriots.

Maybe he was talking about the Patriots or nothing significant. MGS2 wasn't planned to be released. Kojima thought he was going to stop after the end of MGS1 but he didn't...
Maybe the quote Colonel says has nothing to do and it just gave Kojima a pretense to 'create' The Patriots later on.

I agree with MGS, if you read in the darkness of shadow moses I could swear it mentioned that Campbell was referring to The Patriots when he said that. But like MGS said it's unlikely Kojima had already thought about The Patriots and later, when creating MGS2 he made what Campbell said to be referring to The Patriots.
As for Hideo not planning MGS2 who's to say The Patriots weren't already in his mind when making MGS1. I'm sure Kojima's idea of the president being a pawn controlled by higher forces didn't just hit him after the creation of MGS1. Just because he didn't plan to make MGS2 doesn't mean he didn't already have a Patriots type organization in mind when making MGS1. In-fact i'm sure The Patriots are some kind of metaphor for what he thinks of the US government and i'm sure he's always thought of the US government that way, way before the release of MGS1. It's possible Hideo hadn't even thought of a name yet but maybe the idea of The Patriots existed and he wanted to implant it very subtly in the game e.g what Campbell says, "it couldn't be...."
