The reason why Decoy Octopus didn't encounter Snake is because he was a "Master of Disguise". So Kojima thought of a creative way to use him, by impersonating the DARPA Chief.

(Sorry about the double post) Why do you think Kojima didn't have Snake fight Decoy Octopus?

Probably because in a boss fight, Octopus wouldn't be that great. All the other members of FOXHOUND have special abilities/skills that are very combat helpful, but the ability to impersonate people isn't really that useful when they already know who you are.

couldn't have said it better myslef. Impersonating people stinks in combat. Unless he had Gene type refelxes disguise can suck it.

oh.....i think decoy octopuss abilty to change into people,
is what killed him as in changing into people who were designed to die in the fox die program

As Campbell states in MGS1's intro Decoy Octopus is a master of disguise.
He doesn't have any other abilities or 'special' talents.
He can simply disguise himself pretty good and that's the perspective Kojima used to involve him in the game.
Nothing more, nothing less.

Even if he got himself into a fight with Snake the whole matter would be only a single gunshot and a single bullet.
Decoy Octopus wasn't a fighter.

Because he needed him as a plot device. Having Snake fight him removes his ability of posing as the DARPA chief or removes FOXDIE because he would have to be killed either before the Cell or after it.

Foxhound had their own unique abilities. Decoy Octopus' ability was to disguise himself so well hat somebody's closest friend wouldn't be able to tell the difference. Blood, physical appearence, voice were all perfectly disguised. This wouldn't be very useful in battle. So, it was used for a different purpose.

so technically, if ocelot hadnt killed the DARPA chief then there wouldnt have been any decoy octopus disguised as the chief to meet snake? and decoy octopus wouldnt have died. ocelot killed his comrade.
