Because in the timeline that comes up at the end of the game it says "1965 Sigint joins ARPA. He takes part in the development of ARPAnet, which would go online in 1969". I think this is obviously a clue. ARPA (Advanced Research Projects Agency) is the former name of DARPA (Defense Advanced Research Projects Agency). SIGINT is black and his age is just about right. And before you say that there are many black people, let me just say that I think they wouldn't put that in the timeline if he wasn't the DARPA Chief, because that would mislead people. It's there on purpose. I can't say I'm 100% sure, because they never actually say that SIGINT would later become the DARPA Chief, but I'm 99% sure. This really makes sense. Actually APRPA and ARPANET are two diferent things. ARPANET stands for Advanced Reasearch Projects Agency Network. It was established by ARPA (which later on became known as DARPA) as a means to connect reasearch institutions and labratories that were probably working on their topsecret projects through a wide area network that went online in 1969.

He doesn't look 65 (not even in TTS) Hmm, you say there's no way Donald Anderson is 65 because he doesn't look it, But look at EVA in MGS4, She must be in her late 70's-early 80's and she looks like she's in her 50's. So saying that means you're also saying Big Mama can't be EVA...But she obviously is, that was confirmed. But anyways, I say Sigint could definately be the DARPA chief.

Seriously, it's not known whether or not SIGINT is actually the DARPA Chief - there is no defining proof to say that he is or isn't. Kojima has obviously left this open-ended for to players' own interpretations to conclude. That's where this ends, gents. LOCKED.
