S3 Seals; Are they more likely?

Metal Gear Solid 4: Guns of the Patriots	I've just been looking through my soldiers and I noticed that all of my S3s are Seals. Is this mere coincidence or are Seals more likely to have S3s than other soldiers?

Posts: 4,131 Group: OH Moderator Member #1,507 Joined: December 10, 2005 Favourite Metal Gear Title? Metal Gear Solid	I don't think I have a single S3 seal. I have S3 Genomes, and S3 Tengus. I think it's just by coincidence that they are. The S3 soldiers are just placed at random, and are rare.

I have not 1 s3 soldier and I struggle to find one.
