there was only 1 bug on Snake. It somehow got into or under his suit as he swam in.

I think they may have just evolved to live off oil to be honest. It does seema little odd genetically modifying bugs :/

Actually genetically engineered bugs would be a great way to effect a large area, they reproduce quickly (some types of flies go through several generations in a matter of weeks) and in vast numbers, so if you could engineer some bugs to live on oil and then excrete it as organic waste which is easily bio-degradable, you could have a massive effect in a fairly short time, and also the impact on the environment would be minimal.
