It wouldn't be impossible to get the weapons and the helicopters into the country without the general public knowing. And with the amount of air traffic over NYC on a daily basis, plus the fact that it was unlikely anyone saw anything through that storm, I wouldn't be surprised if it was just disregarded.

As for the actual taking of the tanker, Spetznaz are one of the most formidably trained units in the world, and those marines on actual guard duty were horribly unprepared for an attack like that.

The taking of the ship wasn't disputed, I believe. That could have been accomplished without firing a single shot. The marines on deck were unarmed, and didn't even have radios, if I recall. The Gurlukovich mercenaries would have been able to capture the upper levels effortlessly.

No, they very clearly took the tanker. We all know that.

But I was only offering my view on the logistics of the operation.

I know, and those could be debated. My only thing, though, about the mission is this: How come, if Otacon says there should only be 18 men in the enemy force, are there nearly 50?

He says they would only need about that many men to take over control of the ship, but understandably they sent a lot more in, as you would do if you knew it had shitloads of marines at the lower levels with Metal Gear RAY. :P

I do. Like I said before, the influence of the Patriots can only go so far. Even if they were influencing local police and forcing them into silence/inaction, they must have been flooded with calls throughout the night, particularly at the point when the tanker exploded and Ray flew out. That had to mess with a few people, at least.

Well that scene is where the chapter ends, so it's probably safe to assume that the emergency services were called, and attended the scene after RAY escaped, after all The Big Shell is no secret to the public.

But the public had no idea what the Big Shell was being used for, though I imagine a few people thought it was a bit odd that they had to build this massive complex to clean up an oil spill.
