That phrase is mostly meant to mean that there's not really anything you can do to change a situation or make it better, so you just accept it instead of worrying or complaining about it. That's the proper way of using it, at least. I don't know if maybe you've heard people use it in situations where it doesn't really apply.

In regards to "YOLO": It's a maddening saying because the majority of people I see using it (mostly teenagers in high school or just starting college) do take it seriously and use it as an excuse to act like animals, binge drinking and fucking anything that moves. It doesn't affect my life directly, but it reflects very poorly on our entire society and takes The New Dumb to dizzying new heights.
