It took 45 minutes of Pequod rides until I got S rank combat with athlete skill... But it does circle around pretty much every skill there is except uniques you need to collect from missions.

I have plenty of S+/S++ female soldiers - I use them more during invasions etc with the battle armour and they are very effective w/ gunman skill.
They are extremely tough as well - She manages to survive around 4 clips from a constant spam of grenade launchers - I was even surprised at that. Snake can barely last a single one.

i always wear she to the missions, also when you end the game, at least for me, i recived as volunteer a female with S of combat, and two more.
That is the girl you get from Lingua Franca. The female prisoner in that mission is always the same blonde.

The female prisoners in White mamba have varying faces. The only downside is that they are always attackers with the gunmen skill. In addition to that, getting an S ranked female staff is quite rare, but its worth it. All I really care about is varying faces among my staff. I got some girl named Crystal Kitten. I laughed, shes now my favorite. Female staff do have cooler names.

I've forgotten how to find her (sorry), but if you want a female soldier that doesn't sound like their having an asthma attack every time they sprint, then use Running Echidna.

Heres my favourite one, but I have no clue where I got her. Only that it was a looong time ago so probably one of the super early missions.

Prisoner Rescue 9 as the prisoner is out in the open and you don't have to neutralize 10 million guards just to see what skills they have.

A++ soldiers run as if they have asthma. cant run more than 10 meters before gasping desperately for air.

S rank soldiers run normally and breathe like athletes.

Also, PF grade is measure by the amount of soldiers you. S rank soldiers are more valuable than A++ in the combat standing.

This is not the case at all. The asthma is just one of the voice sets, it has nothing to do with what rank the character is.

Worthwhile female recruits are much, much tougher to come by than male ones due mostly to how scarce they are in MGSV. In fact, they're virtually nonexistent among the ranks of the enemy, and it doesn't seem possible to get any as volunteers apart from the few included in the preset Legendary Soldier packages awarded to the player for completing a chapter... and just for fun, the S+ Combat soldier from the Chapter 1 package sounds like she used to smoke a pack a day for sprinting even the smallest distance. What's more, there are more stats than just Combat worth considering—during FOB missions, at least, different stats confer different bonuses:

Combat determines how much health a soldier has.
If you have at least an S in Base Development, all of a rival's security devices will be pre-marked.
Higher Support translates to faster Fulton use and faster lifting of bodies.
Higher Intel means faster marking of enemies and equipment.
Higher Medical means longer duration on the effects of drugs such as Noctocyanin.
And of course, you might want a special skill other than the overwhelmingly common Gunman (bonus Reflex duration), whether to get the no-Reflex Mode bonus or because Reflex Mode can't be used against rival players. Worthy skills include stuff like Athlete (30%~ faster sprinting), Tough Guy (bonus health), Quick Reload (I wonder) and Savage (instant knock-out dash attack).

The last strike against female recruits is that of the three service medals—completing missions, defending a FOB, and getting captured/rescued—you can't cheese Mission 22 for the last one like you can with male recruits, and Wandering Puppet side ops never spawn female models.

So, what's the easiest way to get a female soldier for your Combat Unit with the stats, model, VA and skill you want?

Check the following locations. If the model that spawns is not the one you want, Return to the ACC from the menu and reload the mission or side op; if the model is fine but the stats or skill are not what you want, restart from the Checkpoint instead. The model will stay the same, but the stats and skill will change. This is a small but key detail I haven't seen mentioned elsewhere online yet.

There's a the White Mamba mission, which only takes a few minutes to complete with an S-Rank (just tranq the "boss" of that mission from a distance to avoid the fight). The prisoner that spawns in this mission will be one of many different models and will almost always have a high Combat stat. However, she only ever spawns with the Gunman skill.

There's a prisoner almost immediately to the east of the south-most LZ in Backup, Back Down. Her model and skill seem to be random, but her stats always seem to be prohibitively bad for me. Wouldn't recommend this one.

One of your best bets is the Extract the Prisoner 02 side op if Afghanistan. This spawns a few different models with a wide range of stats and every skill. If you don't have this side op, complete Extract the Highly-Skilled Soldier 02 and Eliminate the Wandering Puppets 03 to unlock it. Depending on what other side ops you have active, you may have to do Wandering Puppets 09 and Extract the Prisoner 03 also, but normally you should just be able to cycle through Prisoner 02, Highly-Skilled Soldier 02 and Wandering Puppets 03. If you deploy to the LZ just north of the location at night with the sneak suit, you can sprint past the first couple of guards at night, turn on stealth camo and climb up into the room where the prisoner is being held without being spotted. Return to the ACC and restart the side op until you get the right model; after that, you can just restart from the Checkpoint to get new stats/skills. It takes about a minute and some change to check the prisoner's stats per Checkpoint restart. You will see that trash skills such as Boaster and Diplomat are much, much more common than the likes of Athlete and Tough Guy; be prepared for it to take many checkpoint restarts for you to get the stats and skill you want depending on how picky you are.

Extract the Prisoner 06 in Africa works much the same way. I'm pretty sure it's triggered by completing Extract Materials 110 after completing Heavy Infantry 04, but you might also have to not have Wandering Puppets 02 active either; anyway, just knock out a few side ops in Africa and you should get it eventually. It's even faster to restart from the checkpoint here since you can just sprint from the checkpoint to the house where the prisoner is held with one use of stealth camo. The model spawned here will always have Asian features. This side op is the one I'd recommend for this task.

Just to give you an example of skill frequencies, out of 150+ restarts, appromixately 130~ will be Boasters or Diplomats, so a bit of luck is required to get the good skills like Athlete.

For me, already having an S in Combat is a must for the Tough Guy skill, and having at least an A+ or A++ (which can usually be bumped up to an S with medals) is required for any soldier I plan on doing FOB infiltrations with as having security devices pre-marked is pretty convenient.

unfortunately you cannot replay side op #44, which not only sucks for the farmers out there but also because that base called qarya sakhra ee has been so underutilized in my 125+ hour playthrough so far, hopefully some beautiful bastard on pc will be able to mod the side ops so that we can play them at our leisure, that would be just another reason for me to upgrade
It is out now. PC are able to replay Side Ops missions. Apparently is in the testing stage.
